Mars budget cuts 'irrational' says former NASA science chief

NASA faces deep budget cuts, forcing it to eliminate some missions to explore Mars. The cuts will allow the agency to continue its plans to build a successor to the Hubble Space Telescope. ?

Scientists say?NASA?is about to propose major cuts in its exploration of other planets, especially Mars.?NASA's?former science chief is calling the plan irrational.

With limited money for science and an over-budget new space telescope, the space agency essentially had to make a choice in where it wanted to explore: the neighboring planet or the far-off cosmos.

Mars lost.

Two scientists who were briefed on the 2013?NASA?budget?that will be released next week said the space agency is eliminating two proposed joint missions with Europeans to explore Mars in 2016 and 2018.?NASA?had agreed to pay $1.4 billion for those missions. Some Mars missions will continue, but the fate of future flights is unclear, including the much-sought flight to return rocks from the red planet.

The two scientists, speaking on condition of anonymity because they were not authorized to discuss the budget, said the cuts to the Mars missions are part of a proposed reduction of about $300 million in?NASA's$1.5 billion planetary science?budget. More than $200 million in those cuts are in the Mars program, they said. The current Mars?budget?is $581.7 million.

"To me, it's totally irrational and unjustified," said Edward Weiler, who until September was?NASA's?associate administrator for science. "We are the only country on this planet that has the demonstrated ability to land on another planet, namely Mars. It is a national prestige issue."

Weiler said he quit last year because he was tired of fighting to save Mars from the?budget?knife. He said he fought successfully to keep major cuts from Mars in the current?budget?but has no firsthand knowledge of the 2013?budget?proposal.

Mars "has got public appeal, it's got scientific blessings from the National Academy," Weiler said in a phone interview from Florida. "Why would you go after it? And it fulfills the president's space policy to encourage more foreign collaboration."

Two years ago, President Barack Obama said his ultimate goal was to send astronauts to Mars.

NASA?spokesman David Weaver said that, just like the rest of the federal government, the space agency has to make "tough choices ... and live within our means."

To do so, Weaver said in an email, "NASA?is reassessing its current Mars exploration initiatives to maximize what can be achieved."

Weaver said the United States is the only country to land on Mars and has a car-sized rover on its way to the planet.

One of the big problems for?NASA's?science?budget?is the replacement for the wildly successful Hubble Space Telescope. The James Webb Space Telescope, which would be about 100 times more powerful and would gaze farther into the universe than ever before, is now supposed to cost around $8 billion. The original estimate was $3.5 billion.

The other big part of?NASA?science spending, Earth sciences, ? is not being cut, the two scientists said.

"The implementation of the disaster recovery project confirms the commitment of BankMuscat to apply the business continuity planning standards prescribed by the Central Bank of Oman and thereby ensure uninterrupted services in the event of unforeseen circumstances. BankMuscat has set a fine example for the banking sector in Oman. The initiative reflects the seriousness of the Bank in its preparedness to face any unforeseen circumstances and thereby ensure continued operations in tough times," H.E Hamoud bin Sangour Al Zadjali said.

AbdulRazak Ali Issa, Chief Executive of BankMuscat, said: "In line with our Business Continuity Planning (BCP) strategy, BankMuscat is proud to announce the unique Disaster Recovery capability covering the Bank's entire operations. The project marks a big milestone for BankMuscat in managing its business continuity, thereby reducing the single biggest risk. The Disaster Recovery solution is one of the most sophisticated solutions in the Middle East region, guaranteeing continuous availability of our IT systems to deliver uninterrupted banking services to 1.3 million customers in Oman and beyond."

AbdulRazak added: "Based on the effectiveness of our existing HP Converged Infrastructure, we chose HP to implement the Disaster Recovery solution to protect our physical and virtual workloads. All our key applications are now virtualised for failover to the Disaster Recovery data centre, guaranteeing the highest levels of availability and reliability."

Dr. Salem bin Sultan Al Ruzaiqi, Chief Executive Officer of the Information Technology Authority, congratulated BankMuscat on the pioneering step aimed at ensuring business continuity in times of crisis, thereby providing uninterrupted services to the Bank's customers and general public. The banking sector is a pillar of the economy and protection of data in normal times and emergency situations is the key to guaranteeing reliable banking services. BankMuscat has set a laudable example by taking the matter very seriously and investing in this area because of its importance to institutions and the general public."

Dr. Amer bin Awadh Al Rawas, Chief Executive Officer of Omantel, said: "The important step taken by BankMuscat is a positive reflection for the banking sector. The immense scope of the project involving the IT infrastructure for these applications consisted of more than 125 servers with different types of hardware, operating systems, databases, networks etc. The Bank opted for VMware cluster solutions from HP for the majority of the applications. The highly flexible HP solution reduced infrastructure requirements through server consolidation.

The Bank successfully conducted DR testing, and implemented the DR solution for 50 applications, including the T24 core banking system. The DR solution is a highly flexible solution as it enables the Bank to failover all 50 applications together or a group of applications to the DR site. All business users tested the applications, and about 200,000 transactions were successfully processed from the DR site without any data loss. In the event of any unforeseen circumstances when the production data center is down, the Bank now has the capability to serve all its customers from the DR site.

Eyad Shihabi, Managing Director, HP Middle East, said: "It is a fantastic opportunity to continue our work with BankMuscat to increase its capabilities and improve its fantastic levels of customer service even further. The BCRS technology meets the Bank's recovery point objective (RPO) and recovery time objective (RTO) metrics: all 24x7 business-critical core banking applications now have an RPO of 0 minutes and an RTO of 30 minutes, minimising disruption to customer services.

Whitney Houston was found underwater, unconscious: police (omg!)

LOS ANGELES (Reuters) - Pop star Whitney Houston was "underwater and apparently unconscious" when she was discovered in a Beverly Hills hotel room bathtub, police said on Monday, as her body was reported to be heading home to New Jersey.

Beverly Hills Police, in a written statement released to address "many rumors" circulating in the media, also said they could not yet speculate on the cause of Houston's death at 48.

"She was underwater and apparently unconscious," Beverly Hills police said. "Ms. Houston was pulled from the tub by members of her staff and hotel security was promptly notified."

The entertainer, who battled drug addiction during her life, was found dead in the bathtub of her Beverly Hills hotel room on Saturday on the eve of music's Grammy Awards, stunning friends, family and fans.

Some media reports, citing unnamed sources, have mentioned a possible accidental drowning. Others have highlighted her past drug and alcohol use.

Coroner department officials have declined to provide much detail pending toxicology tests that could take weeks to complete.

"As can be expected in a high profile incident such as this there have been many rumors circulating and much speculation by the media and the public," Beverly Hills Police said in the statement.

"In order to minimize such speculation, the Beverly Hills Police Department has asked the Coroner's office to place a security hold on their findings until they have a complete and final report prepared."

'DO NOT KNOW THE CAUSE OF DEATH'

Police said in the statement that Houston's body was discovered in the tub at about 3:30 p.m. by a member of her personal staff whom they did not identify.

Fire department personnel and hotel security arrived and initiated CPR but were unable to revive her, police said. Houston was pronounced dead on the scene at 3:55 p.m., and an autopsy was completed on Sunday.

Detectives are still probing the death and will release few details until they have completed their inquiry, Beverly Hills Police spokesman Lieutenant Mark Rosen said at a news conference on Monday.

"We are not conducting a homicide investigation at this time. We do not know the cause of death, we do not know the circumstances leading up to her death," Rosen said.

Also on Monday, celebrity website TMZ reported Houston's body would be flown to Newark, New Jersey, for funeral services and burial. The body was being taken from Los Angeles on a jet owned by film star and producer Tyler Perry, TMZ said.

A spokeswoman for the late singer said plans for funeral and memorial services were not complete. She gave no further details. A spokeswoman for Perry was not immediately available.

Houston's former husband, Bobby Brown, traveled to Los Angeles on Sunday night after the couple's 18-year-old daughter, Bobbi Kristina Brown, was hospitalized suffering from anxiety, authorities said. She was later released.

'THIS IS ACCIDENTAL'

Houston's brother-in-law, Billy Watson, denied in comments to ABCNews.com that the singer had any intention of committing suicide.

"Oh, no, this is accidental," he told ABCNews.com on Monday. "She wouldn't have left her daughter like that. She wouldn't have done that to her daughter.".

Watson, whose sister is married to Houston's brother, Gary, said the family is flying back to New Jersey from California on Monday and Tuesday.

Ed Winter, the assistant chief coroner for Los Angeles County, declined comment on media reports that Houston had not drowned but likely died from a combination of alcohol and prescription drugs including anti-anxiety medications.

"You can look at a body and not know what the cause of death is," Winter told reporters.

"You might have a suspicion, but the person could have suffered a heart attack, or an embolism or something; and no matter what medications they're taking, until we run (toxicological tests) and see the level, and what's in the system, we're not going to speculate."

Houston, best known for her hit single "I Will Always Love You," the theme song of "The Bodyguard" film in which she starred, had a long history of addiction to alcohol, cocaine and marijuana and had been in rehab as recently as May 2011.

She had been preparing to appear at a pre-Grammy party in Beverly Hills on the night she died.

As with the 2009 death of another pop superstar, Michael Jackson, Internet sales of Houston's songs have surged after her death. On Monday, her album "Whitney Houston - The Greatest Hits" was the top seller in the music category on Amazon.com, and "I Will Always Love You," was the No. 1 download at iTunes, just ahead of Grammy winner Adele's "Rolling in the Deep."
