Blueberry Smash Cocktail with Blueberries and St. Germain liqueur ...

I spied this cocktail while thumbing through a recent issue of Bon Appetit magazine and it sounded perfect for summer with berries, citrus and St. Germain (San-Jer-Man), an all-natural elderflower liqueur produced in France. If you have not tried St. Germain, it?s a lovely liqueur (and that includes the bottle; it is gorgeous) that is made from processing fresh, handpicked blossoms of the elderflower found in the Alps. It has a wonderful floral nose with hits of pear, peach and grapefruit zest so it?s a great pairing with many fruits, champagne and in this case, vodka.

As often happens I knew when I saw the recipe I would love to make it but I had none of the ingredients available save for the liqueur so I anticipated it would happen at a later date. You know what happens with those don?t you? Too often they never happen; an article or idea will get filed away to only be forgotten.

Why was this cocktail so lucky? Call it providence that I received my bi-weekly box of produce from Door to Door Organics just a few days after reading the article. Even though I have the option to tailor what I get in my delivery; without fail I forget what I?ve ordered and it?s always a surprise when I open my box. It?s like a gift to myself each and every two weeks! This week included beets, watermelon, nectarines, blueberries, lemons and limes?it was meant to be don?t you think?

Not unlike a mojito, it requires a bit of smashing. If you don?t have a muddler then just use the end of a wooden spoon; the more flavor you can extract from the fruits the better. This cocktail was everything I had hoped for. It is simply summer. Berries, citrus and vodka combine with the St. Germain and create a cocktail that is perfectly balanced with a definite citrus edge. Not overly sweet, it?s just right!

Perfect in the heat of summer; this cocktail is filled with fruit but is not an overly sweet cocktail; just overly good!

Ingredients

• 2 lemons, sliced into rounds
• 2 limes, sliced into rounds
• 1 cup fresh blueberries
• 1/2 cup (loosely packed) fresh mint leaves plus sprigs for garnish
• 1 1/2 cups vodka
• 3/4 cup St-Germain (elderflower liqueur)

Preparation

1. Using a muddler or the handle of a wooden spoon, coarsely mash lemon and lime slices, blueberries, and mint leaves in a large pitcher. Stir in vodka, St-Germain, and 2 cups of ice cubes.
2. Divide drink among coupe or highball glasses; top with more ice cubes. Garnish each drink with a mint sprig.

HBT: Broadcaster nailed for wanting to wear suit?

Nick Piecoro has an update to the suspension of Diamondbacks announcer Daron Sutton. We heard yesterday from Jerry Crasnick of ESPN that the dispute was possibly about the dress code, and that Sutton was suspended due to ?insubordination,? though it wasn?t very specific. Now Nick has this:

A source confirmed that dispute to?The Republic, saying that while the club prefers its broadcast team to wear?polo?shirts?adorned with the Diamondbacks logo, Sutton has lobbied to wear suits.

That?s backwards from what a lot of people assumed when this was reported yesterday. ?And no, I have no idea when the pic attached to this post was taken. I assume it was on the same day this was created.

In other news, what would you do to a co-worker who totally tried to kill casual days? Man, buzzkill, Daron. Buzzkill.

Debby weakens, but Fla. still faces flooding risk

ST. GEORGE ISLAND, Fla. (AP) ? Debby, the guest that wouldn't leave, is ruining things for a lot of other visitors despite weakening to a tropical depression and leaving Florida's Gulf Coast behind.

The National Hurricane Center said late Tuesday that Debby was 110 miles (177 kilometers) west of Daytona Beach and moving southeastward at 7 mph (11 kph). It had maximum sustained winds of 35 mph (56 kph) as it slogged across northern Florida toward the Atlantic coast.

Forecasters said they expected Debby to turn toward the east overnight, and then veer east-northeast while picking up speed. The storm's center is expected to cross the northern Florida peninsula overnight and head out to sea as early as Wednesday afternoon.

But the center warned that the storm continues to pose dangers even if it no longer packs the same punch.

Isolated tornadoes are possible across the Florida peninsula on Wednesday, and coastal areas may see flooding because of the combination of a storm surge and the tide.

For their part, vacationers were wearing ponchos instead of swimsuits at the peak of the summer season because of the tropical storm, which has drenched Florida for at least four days straight like a giant shower head set up over the state's Gulf Coast. Debby has dumped as much as 26 inches of rain in some spots.

Disney World wasn't as crowded as usual, and one of its water parks closed because of the soggy, windy weather.

Along the Florida Panhandle, where Debby sat offshore nearly motionless for days, the parking lot at the 100-room Buccaneer Inn was empty because of a power outage ahead of the usually big pre-July Fourth weekend.

"We've had bad luck on this island," said the inn's vice president, JoAnn Shiver. "We've had Dennis. We've had Katrina. We had the oil spill."

In a state where the biggest attractions are the sand and the sun, Debby forced many to make other plans.

Douglas and Carolyn Green of Nashville, Tenn., were supposed to spend a week on St. George Island with three generations of family, but arrived to find the electricity was out and the bridge closed to non-residents for fear of looters. They spent Monday night in nearby Apalachicola, and then all nine relatives headed to Fort Walton Beach.

"We never saw the island," said Douglas Green. "We're moving on. Plan B, I guess you'd call it."

Debby finally blew ashore Tuesday afternoon near Steinhatchee in the Big Bend area, the crook of Florida's elbow. At that point, it had sustained winds near 40 mph, barely a tropical storm hours before it was downgraded.

Several areas in northern Florida have received more than 10 inches of rain, and forecasters said southeastern Georgia could expect the same. Wakulla, an area in northwestern Florida known for camping and canoeing, had gotten more than 26 inches as of Tuesday.

A woman was killed in a tornado spun off from the storm on Sunday, and a man disappeared in the rough surf over the weekend in Alabama. The storm knocked out power to 250,000 homes and business starting last weekend, but electricity had been restored to all but about 15,000 Progress Energy customers by mid-Tuesday. Debby has caused mostly scattered flooding and opened up sinkholes, but forecasters warned it could get worse.

"Even though the winds are coming down, the rain threat continues," said James Franklin at the hurricane center. "We expect another 4 to 8 inches, in some of these areas up in north Florida, in particular."

President Barack Obama called Florida Gov. Rick Scott and promised the state will have "no unmet needs" as it deals with the flooding, White House spokesman Jay Carney said.

In New Port Richey, a suburb about 30 miles north of Tampa, most of the 170-plus elevated homes at the Suncoast Gateway park for retirees had water underneath them. Several dozen homeowners decided to stay, despite having no electricity or tap water.

Some of those who left returned by kayak to collect their belongings.

Luisa Santoro decided to flee on Tuesday. Wearing rubber boots, she returned briefly to get her cat.

"My cat is atop the furniture," she said in Spanish, adding that her home was dry but that she feared a swollen retention pond nearby would rise further.

Portions of Interstate 10, the main east-west highway across northern Florida, were shut down because of flooding and remained closed late Tuesday.

In Apalachicola, the hugely popular Boss Oyster restaurant was closed for the third day in a row after the rain overwhelmed the sewers and knocked out drinking water.

"We've taken a hit," said manager Matthew Bouzemann, adding that normally up to 800 customers a day would be coming in for the oysters.

In the Panama City Beach area, there was no exodus of tourists, said Jennifer Jenkins, executive director for the Gulf County tourism council. But it wasn't business as usual.

"I think most people went to the grocery store, maybe bought some board games and just decided to hang out till it's over," she said.

Sirius XM Radio, Howard Stern coming to Google TV

Google Inc is getting help from shock jock Howard Stern to revive its Internet TV software, which has languished since its debut 19 months ago.

Satellite radio provider Sirius XM will make all of its programming available on Google TV, including Stern's shows and live sports through a new app that will let listeners pause live programs and play back up to five hours of content, the company told Reuters.

Sirius XM, which plans to announce the deal at Google's I/O developer conference in San Francisco on Wednesday, joins a growing list of partners for Google TV such as Netflix and Amazon.com.

But it has been an uphill battle for Google to convince TV networks and other content providers to let their programs be available on devices powered by Google TV.

Google TV is built into television models manufactured by Sony Corp, LG Electronics, as well as Vizio set-top boxes. It allows consumers to access online videos and websites on their TVs, as well as to download and play with specialized apps such as video games.

Google has never revealed how many Google TVs have been sold and analysts have said the product has failed to gain traction with consumers. By contrast, its Android software which powers smartphones has been a runaway success, accounting for 56 percent of the market compared with 23 percent for Apple Inc's iPhone, according to tech research firm Gartner.

TV broadcasters ABC, CBS and NBC blocked online versions of their programs from appearing on Google TV when it was first released in November 2010. Last fall, Disney said a handful of its movies and shows would be available to rent through YouTube on Google TV.

Sirius XM's app can only be used by its 22 million subscribers and cannot be accessed without a Sirius XM subscription. Users who download the app can also listen to additional channels they do not receive in Sirius XM radios in their cars, such as "ESPN SportsCenter", "Rock and Roll Hall of Fame Radio" and "Carlin's Corner", a channel dedicated to George Carlin's comedy.

Sirius XM said the app will be available to download this summer, but it did not provide an exact date.

The company said it worked closely with Google to develop the app so subscribers could have another way to access the subscription service. Sirius XM already has apps on Apple and Android mobile devices and some of its channels are available on TV for customers of satellite TV operator Dish Network.

Several of Sirius XM's competitors, Pandora Media and Slacker Radio already have apps on Google TV.

DAMASCUS, Syria (AP) ? Gunmen raided the headquarters of a pro-government Syrian TV station early Wednesday, demolishing the building and killing three employees, the state media reported. Officials denounced what they called a rebel "massacre against the freedom of the press."

SANA added that the attack on Ikhbariya TV occurred in the town of Drousha, about 20 kilometers (14 miles) south of the capital Damascus. Hours after the attack, the station was still on the air broadcasting its programs.

Ikhbariya is privately-owned but strongly supports President Bashar Assad's regime. Pro-government journalists have been targeted on several previous occasions during the 15-month uprising against President Bashar Assad's regime, although such incidents are comparatively rare.

Earlier this month, two Ikhbariya employees were shot and seriously wounded by gunmen in the northwestern town of Haffa while covering clashes between government troops and insurgents.

Rebels deny they target the media. The Britain-based Syrian Observatory for Human Rights confirmed the raid and the deaths of several employees, but had no other information.

Information Minister Omran al-Zoebi told reporters outside the station that gunmen stormed the compound, placed explosives and then detonated them.

"What happened today is a massacre, a massacre against the freedom of the press," al-Zoebi said in comments broadcast on state-run Syrian TV. "They carried out a terrifying massacre by executing the employees."

An employee at the station said several other employees were wounded in the attack and other guards were kidnapped when the gunmen attacked just before 4 a.m. local time.

The employee, who did not give his name for fear of repercussions, said the gunmen drove him about 200 meters (yards) away, and then he heard the explosion of the station being demolished. "I was terrified when they blindfolded me and took me away," the man said by telephone.

State-run Syrian TV showed a demolished structure without a ceiling, saying it was the station's main studio. It also showed what it said were tapes on fire amid piles of debris.

After more than three decades on the brink of extinction, the California condor (Gymnogyps californianus) ? the largest and most threatened wild bird species in the United States ? is making a modest recovery, thanks to intensive captive breeding and medical intervention. But troubling data reported this week suggest that unless hunters change their practices, the condor will require extensive support in perpetuity if it is to survive in the wild.

The cause of the problem is that the condors ingest lead when they feed on the carcasses of animals that hunters have shot. A multidisciplinary study published on 26 June (M. Finkelstein et al. Proc. Natl Acad. Sci. USA http://dx.doi.org/10.1073/pnas.1203141109; 2012) shows that chronic lead poisoning persists among condors, despite a 2008 California ban on the use of lead shot in regions where the birds are being reintroduced.

Building on earlier studies, the researchers collected feathers and blood samples from trapped birds and found no discernible difference in lead levels before and after the ban. Condors feed by scavenging; the results show that many of those sampled have dangerous levels of lead in their bodies. Lead poisoning can severely damage the birds? nervous systems and impair liver and kidney function, among other problems, and it can be fatal. The study also found that approximately 20% of condors in the wild have lead levels that are high enough to require costly treatment with chemical agents to remove the toxic metal from their bodies.

?By any measure, the lead poisoning rates in condors are of epidemic proportions,? says Myra Finkelstein, a toxicologist at the University of California at Santa Cruz, who led the research.

The California condor population fell to an all-time low of 22 individuals in 1982, but captive-breeding and monitoring programmes have brought it back up to nearly 400 birds. Of those, half reside in captive-breeding centres, which provide a steady supply of new releases. In California, only 24 chicks have fledged in the wild. At that rate, the study shows, it would take 1,800 years for the population in California to reach 150 ? the number called for in the recovery plan ? without the ongoing release of birds bred in captivity.

Finkelstein?s team did an isotopic analysis of the lead in the birds and identified lead shot or bullets as the main source of contamination. Even though hunters must use copper bullets or other alternatives in condor habitat, some are apparently ignoring the ban. Condors must consume 75?150 carcasses every year to maintain a healthy weight. The study found that even if fewer than 2% of the carcasses contain lead, there is a 50% chance that a condor will eat contaminated meat (see ?Loaded odds?).

?Kudos to the hunters who are using copper [bullets], but it isn?t going to be effective until you get all the lead out,? says Jeff Miller, conservation advocate for the Center for Biological Diversity (CBD), based in Tucson, Arizona. Lead ammunition is cheaper and popular with hunters. The American Bird Conservancy in The Plains, Virginia, which advocates for lead-free hunting, argues that publicizing the risk of lead shot to human health might persuade hunters to use alternatives.

Pedro Nava, a former member of the California State Assembly who spearheaded the lead ban, says that a lack of resources for enforcing the ban means that the condor?s future depends on the good will of hunters. He says that the California Department of Fish and Game needs more enforcement personnel. ?They have 300 game wardens in the state. If they were to be consistent with other states in terms of population, they should have a thousand,? he says.

Should We Count Non-Employer Businesses? - Small Business ...

An increasing share of American businesses have no employees. ?That trend makes it difficult to understand what?s been happening to American entrepreneurship over the past 20 years. Because non-employer businesses are so numerous and so different from employer businesses, the sliding share of businesses with employees makes it difficult to compare apples-to-apples over time in the small business sector.

The most recent data provided by the Office of Advocacy of the U.S. Small Business Administration shows that, in 2010, 21.7 million U.S. businesses were without employees, while only 5.6 million had them. At 79 percent of all American companies, the characteristics of non-employers swamp the overall data.

But non-employers account for very little of the economic impact of small businesses. Non-employer businesses are virtually a rounding error in the measurement of business sales. The most recent Census Bureau data show that non-employer firms accounted for only 4 percent of business receipts in 2009. The average non-employer business generated less than $40,000 in annual sales in that year.

Similarly, data released by the Office of Advocacy of the Small Business Administration show that non-employers accounted for only 7 percent of capital expenditures by U.S. businesses in 2009, the most recent year reported. And, of course, non-employer businesses accounted for none of the country?s employment. ?The economic impact of non-employer businesses is so slight that the Census Bureau refrains from measuring employer and non-employer businesses together.

Here?s an example of why: In 2009, the average capital expenditure of businesses with employees was $177,000, while that for non-employers was only $3,500.

Combining the two businesses often leads to estimates that hide what?s going on in the economy. For instance, the number of people working for the average U.S. business declined from 4.8 in 1992 to 4.3 in 2009, suggesting that the size of American companies is shrinking.

However, that trend is actually an anomaly of the increasing share of non-employers, which increased from 73.4 percent of U.S. companies in 1992 to 79.5 percent in 2010. Employer businesses have actually grown since the early 1990s, with average size of an employer business increasing from 18.2 to 19.9 between 1992 and 2009.

Similarly, average capital expenditures of U.S. businesses declined a slight 4.9 percent in real terms between 1997 and 2009. The decline in average capital expenditures was a much scarier-looking 28.4 percent in inflation-adjusted terms over that period when all companies are measured. That?s because most of the decline in capital spending comes from the rising in the share of non-employer businesses.

Patterns like these suggest that we need to understand why fewer and fewer American entrepreneurs are starting businesses with employees. Without knowing the answer to that question, just interpreting the data on small business will be difficult.

Obama ad seeks to counter 'doing fine' criticism

WASHINGTON (AP) ? President Barack Obama's campaign is using a new television ad to refute Republican attacks on Obama's recent assertion that the private sector is "doing fine."

The ad says Republican rival Mitt Romney and his "billionaire allies will spend millions to distort the president's words." A clip in the background shows Obama making the comments about the private sector at a recent news conference.

Republicans seized on Obama's words, saying they were a sign that he doesn't understand the economy. Obama and his aides quickly sought to backtrack, insisting the president knows the economy is not doing fine.

In the new ad, titled "Rebuild," Obama says he understands when he talks to Americans that the weak economy "wears on them."

The ads are running in nine states, including Florida and Ohio.

BAGHDAD - An Iraqi regulatory body has ordered the closure of 44 media outlets in the country including the BBC and Voice of America in a dispute over broadcast licenses, sources with knowledge of the order said on Sunday. However, no action was immediately taken.

Other organizations targeted for shutdown include privately-owned local TV channels Sharqiya and Baghdadia as well as U.S.-financed Radio Sawa.

A senior source at the Communications and Media Commission (CMC), the body responsible for the order, said the move had nothing to do with the way the outlets had reported on sectarian conflict in the country, as some reports have suggested.

US forces formally ended their nine-year war in Iraq with a low-key flag ceremony in Baghdad on Thursday. NBC's Richard Engel reports.

"The CMC sent such a letter warning them that they're going to shut down their services because they didn't pay (their license fees)," a senior source at the CMC told Reuters.

The regulator had passed its order to the Baghdad operations command, the source added, referring to the local law enforcement forces who would carry out the closures.

"This is totally wrong and unwise as it comes at a time when the country is plunged into political uncertainty," Ziyad al-Aajely, head of the Journalistic Freedoms Observatory, said.

Saddam's Iraq is gone, but in its place is a state with close ties to one of America's biggest and most unpredictable enemies: Iran. NBC's Richard Engel has been covering the war from the start, and went back for this historic week to take a closer look at the Iran connection.

"What we are confident of is that the decision was not political, but its negative implications will definitely have political implications on the government and harm the reputation of Iraq as a free country," he added.

In a telephone interview with The Associated Press, he called the move "a government message to the media outlets that if you are not with us, then you are against us."

'Technicalities'
The BBC said it was negotiating the renewal of its license with the Iraqi authorities.

"The delay is due to technicalities," it said in a statement. "The BBC's journalists in Baghdad are not currently experiencing any issues reporting from the country, and it is important that the BBC and other international news organizations are able to operate freely and bring independent and impartial news to audiences in Iraq and the wider region."

Some of the outlets on the list no longer operate bureaux in Iraq.

However, Radio Sawa, the U.S.-funded station operated by Middle East Broadcasting Networks, Inc., told The Associated Press that it does have a license despite being on the shutdown list.

"We were surprised to see our radio station on the list because we think that we work in accordance with all Iraqi laws," Sawa deputy director Salah Nasrawi said according to the AP. He added that "bureaucracy and the delays in the government offices might be behind this."

When the U.S. military withdraws from Iraq, thousands of Americans will remain. The United States' largest embassy is in Baghdad and there are two huge consulates in the region too.? Ambassador Jim Jeffrey compared the size of the U.S. Embassy and diplomatic efforts to when he was in Saigon in 1973. Ted Koppel reports.

Iraq's main political factions have been locked in a crisis since December, with opponents of Prime Minister Nouri al-Maliki accusing the Shiite leader of trying to consolidate power at their expense.

Maliki is trying to fend off attempts by Sunni, Kurd and some Shiite rivals to organize a vote of no-confidence against him.

Arizona beats S Carolina 5-1 in CWS finals opener

OMAHA, Neb. (AP) ? Arizona followed its script to perfection in Game 1 of the College World Series finals.

Konner Wade did his part, pitching his third straight complete game. Robert Refsnyder did his, leading the Wildcats' potent offense with a home run for the second straight game.

The Wildcats led all the way Sunday night in a 5-1 victory over two-time defending national champion South Carolina and now stand a victory away from their first title since 1986 and fourth overall.

"Tonight's over. It's done with. You've got to come out tomorrow and play good baseball," Arizona coach Andy Lopez said. "We understand where we're at. These guys understand who they're playing. They understand it's not a tournament somewhere in South Dakota."

The Gamecocks (49-19) swept UCLA and Florida in the best-of-three finals the past two years, but need to beat Arizona twice to become the first team since Southern California in the early 1970s to win three championships in a row.

"Tomorrow's a new day," South Carolina center fielder Evan Marzilli said. "So we have to come out tomorrow and pretend like nothing ever happened and go out and hopefully get a win."

The Wildcats have relied on the same template during a run that has seen them win 10 straight games and 17 of 19.

With an inexperienced and inconsistent bullpen, Lopez wants his starters to go as deep into games as possible.

Wade (11-3) threw an efficient 110 pitches in his sixth complete game of the season and limited the Gamecocks to six hits.

Wade has won four straight starts in the postseason. He worked eight innings against Louisville in regionals, nine in the super regional-winning victory over St. John's, and threw a complete-game shutout against UCLA last Sunday.

The sophomore's back-to-back complete games were the first at the CWS since Cal State Fullerton's Jason Windsor did it in 2004.

Wade is 4-0 with a 1.29 in four NCAA tournament starts (35 innings, five earned runs). He struck out three. His walk to Christian Walker in the sixth was the first he issued in 31 innings.

"My past two starts I had the same mentality ? throw strikes and try to get ground balls," he said. "I'm not going to have a lot of strikeouts, obviously. I just tried to work ahead of guys. I knew that they were a pretty aggressive team and they were going to try to take the extra base. So I tried to work ahead and get in counts that were favorable to me."

The Arizona bullpen was inactive until Walker singled leading off the ninth. Wade got a fly out, groundout and foul out to end the game.

"We just couldn't get in a situation to do anything offensively," Gamecocks coach Ray Tanner said. "He kept making big pitches when he needed to. And they played solid defense out there. And we tried to make a run at them."

The Wildcats, whose .330 average ranks fourth in the nation, had 12 hits against three pitchers.

Refsnyder, batting .444 (8 of 18) in the CWS, went 2 for 3 and was intentionally walked twice. He hit a two-run homer off Forrest Koumas (2-3) in the first to give Arizona the lead, and scored in the fifth on Bobby Brown's single to make it a four-run game.

His home run to right was the first allowed by South Carolina in 77 innings.

"How about an opposite-field home run in this park," Tanner said. "When he touched the ball, that ball's been hit hard but I expected it to be maybe off the warning track, one hop to the fence, but that was impressive. That's why he's one of the better players in the country."

Refsnyder, who has eight homers this season, also went deep Thursday in the Wildcats' bracket-winning victory over Florida State.

"Any time you can get a little bit of a lead for Konner ? I can't remember the last time we got a lead for Konner where he didn't give it up," Refsnyder said. "It helped Konner's confidence to get him a few runs and helped the team. South Carolina is two-time defending champ, and anytime you can get ahead of a team like that, it helps because you're going to need every run against them."

Refsnyder also showed off his arm in right field, throwing out Adam Matthews when he tried to go from first to third on Kyle Martin's single in the seventh.

Arizona, which hasn't trailed in the CWS, scored unearned runs in the third and fifth innings.

No. 9 batter Trent Gilbert reached to start the third when shortstop Joey Pankake flubbed his grounder. Gilbert moved to third on Joey Rickard's hit and scored on Alex Mejia's single to left.

Seth Mejias-Brean drove in a run in the fifth after Johnny Field reached third on a wild pitch and error.

South Carolina cut it to 4-1 in sixth on Evan Marzilli's RBI single, the first run allowed by Wade in 15 innings.

The loss ended the Gamecocks' streak of yielding two runs or less in four straight CWS games.

South Carolina already has fought off elimination twice in the CWS. The Gamecocks had their 22-game NCAA tournament win streak end last Monday with a 2-1 loss to Arkansas. They came back to beat Kent State and Arkansas twice to reach the finals.

"It's a best-of-three game series for a reason," catcher Grayson Greiner said. "We have to come out and fight tomorrow. We were in the same situation a few days ago. They've got to beat us twice to win the championship, and the best team will have to win two games."

PHOENIX (AP) ? Arizona officials declared victory Monday after the U.S. Supreme Court upheld the "show me your papers" provision of the state's immigration law, while immigrant rights groups vowed to prevent that part of the law from ever taking effect.

While it struck down most of the law, the court preserved a section that requires police to check the status of someone they suspect is in the U.S. illegally, but took the teeth out of it by prohibiting officers from arresting people on minor immigration charges.

The justices also added that the immigration status check could be subject to additional legal challenges. Critics have argued that it allows police officers to racially profile people.

Arizona Gov. Jan Brewer called the decision a victory for all Americans, saying that the law could now be enforced and that any officers who violate a person's civil rights will be held accountable.

Immigration rights groups said they were surprised and disappointed by the court's decision, and planned to ask the lower courts to block implementation of the surviving part of the law.

"The opinion invites the challenges that we are bringing. It's going to cause racial profiling. It will cause prolonged detentions," said Linton Joaquin of the National Immigration Law Center, one of the groups pushing a separate challenge to the Arizona law.

Kansas attorney Kris Kobach, who helped draft the Arizona law and has advised officials in other states wanting to crack down on illegal immigration, called the ruling "a big victory for Arizona" while acknowledging that "it's not a complete victory."

The ruling gives states "a green light" to enact "check your papers" laws, as well as other initiatives, such as requiring employers to use the federal e-Verify database to check the status of new workers, said Kobach, a Republican who is the Kansas secretary of state.

Arizona passed the law in 2010, with lawmakers arguing that that federal government wasn't adequately preventing illegal immigration. The Obama administration sued to block it, saying that enforcing immigration laws was a federal responsibility.

Federal courts had refused to let the four key provisions take effect.

Five states ? Alabama, Georgia, Indiana, South Carolina and Utah ? have adopted variations on Arizona's law. Parts of those laws also are on hold pending the outcome of the Supreme Court case.

Kobach said the decision was not a 100 percent victory for Arizona because "some of the less important provisions of the law were struck down." He added: "The reason can be summed up in two words: Justice Kennedy."

Justice Anthony Kennedy wrote the opinion for the court, a unanimous decision on allowing the status check to go forward. The court, however, was divided on striking down the other portions.

They were the sections that required all immigrants to obtain or carry immigration registration papers, made it a state criminal offense for an illegal immigrant to seek work or hold a job and allowed police to arrest suspected illegal immigrants without warrants.

Arizona has spent almost $3 million defending the law for the last two years, the Arizona Republic reported Monday.

In the Phoenix area, some residents were pleased that the court struck down most of the law.

Standing outside of a Home Depot, Carlos Beltran was looking for day labor work. Beltran, who was born in the U.S. but whose parents are illegal immigrants, said he was glad to hear the court struck down most of the law.

"We can still be here today, find a job and go home and tell our wives we have something to eat tonight," he said.

With the ruling, Beltran said, the potential for racial profiling will now become worse. "I don't want to have my dad afraid of looking for a job. He has four kids. They shouldn't be afraid of trying to make a living," he said.

Audrey Pulido, who owns The Garage Bike Shop, said she was pleased that most of the law was struck down but said it's unfair that police still can check a person's immigration status.

"Actually what you're doing is you're stereotyping a person," said Pulido, whose husband was in the U.S. illegally before they were married. "It's like judging a book before you even read it, just by what they are. They are human beings, first of all."

Pulido's shop sits inside a shopping area in the predominantly Hispanic town of Guadalupe in the Phoenix area. She said residents do not talk much about the law but it has instilled fear in them and factors into how they plan out their lives.

Pulido said a waitress in the restaurant next door asked her if she would sign a notarized document to care for her son if the woman got deported. "I would do it in a heartbeat," she said. "I would not hesitate.

"You don't get that all the time," Pulido said. "They have to think that way ? 'What's going to happen to me?'"

Jobs for skilled workers going unfilled

With more than 12.7 million Americans unemployed, companies have no trouble attracting applicants. What?s tougher for some firms is finding qualified workers. Just ask California Steel Industries.

The Fontana steel maker needs experienced electrical and mechanical technicians to help it make metal pipes and flat-roll sheets used in construction projects. The pay is good. An industrial maintenance mechanic can make $64,000 a year plus health benefits. In good years, company profit-sharing can boost pay by $5,000.

Still, California Steel is struggling to fill 18 openings.

While these workers don?t need college degrees, they need at least two years of specialized training plus strong math, reading and writing skills. The plant is loud and filled with heavy machinery. And because the facility operates 24 hours a day, workers must rotate shifts, making it even harder to recruit, said Brett Guge, executive vice president of finance and administration.

?It?s been a chronic problem for many years,? Guge said. ?You would think it?d be somewhat easier in this economy.?

There?s no doubt that the nation?s sluggish labor market continues to favor employers, many of whom are holding back on hiring amid global uncertainty. In May, the national unemployment rate increased to 8.2 percent from 8.1 percent the previous month. Millions of U.S. workers have been jobless for so long that they?ve exhausted their unemployment benefits.

Still, companies in some industries or certain parts of the country are having difficulty finding workers. Tighter immigration enforcement has squeezed the nation?s agricultural sector as farmers from Washington state to Georgia scramble to find enough field hands. Thinly populated North Dakota is so desperate for bodies to keep its oil boom going that the state?s governor has pleaded publicly for out-of-state workers to relocate there.

In California, where the April unemployment rate was 10.9 percent, some renewable energy firms are searching hard for qualified engineers. So are technology companies in Silicon Valley, where the rush to produce next-generation mobile and tablet technologies has sparked bidding wars for top candidates, who can fetch starting salaries from $85,000 to $100,000.

Even companies that aren?t designing the next iPhone are struggling. In a recently released study by recruiting firm ManpowerGroup, nearly half of U.S. employers surveyed said they?re having trouble filling key jobs despite continued high unemployment.

Some economists are skeptical about all that griping. Adjusted for inflation, incomes for most Americans have been stagnant for years. The recent downturn has given workers even less leverage to demand better pay. Many companies complaining of a ?shortage? of talent simply don?t want to pay more to get it, said Andy Sum, director of the Center for Labor Market Studies at Northeastern University.

?There are some spot shortages,? he said. ?But the norm for the country, though, is a massive [labor] surplus. I?ve never seen a surplus this large.?

Still, Sum agreed with Manpower?s findings that some high-skill positions in information technology and engineering are hard to fill. Ditto for skilled trades, which include jobs such as heavy-equipment operators, electricians, welders and sheet-metal workers.

Many of those blue- collar workers are starting to retire and won?t be easily replaced, said Stanley Stossel, senior assistant business manager for the International Brotherhood of Electrical Workers, Local 47, in Diamond Bar.

Machinists and machine operators are also hard to find.

Manufacturing has been a bright spot in a slow recovery, adding almost half a million jobs nationwide since January 2010.

Some companies are beefing up the skills of current employees or partnering with nonprofits and community colleges to train students for blue-collar jobs.

"It may look like a blurry blob, but researchers using the InfraRed Telescope Facility (IRTF) in Hawaii have posted a video of 2012 KT42 ? a small asteroid that zipped past Earth at a distance of just three Earth radii on 29 May ? the sixth closest encounter of any known asteroid. The bright asteroid appears fixed, while background stars zip past but in fact the asteroid is zipping along at 17 kilometres per second. 'You get the view of riding along with it,' says planetary scientist Richard Binzel of the Massachusetts Institute of Technology in Cambridge, who led the observations. At its closest, the asteroid was at a distance between the orbit of the space station (about 1 Earth radii) and geosynchronous satellites (about 6 Earth radii)."
